OIG Complaint Filed Versus Dr. Harry Jackson

Re: Complaint against FBI employee Harry R. Jackson for possible civil rights violations

Dear Sir or Madam:

I am respectfully submitting a complaint against the FBI for potential civil rights violations committed by employee Dr. Harry R. Jackson.

Dr. Harry Jackson is an FBI employee and failed school board candidate in Fairfax County, Virginia, who was endorsed by the GOP. I submitted a complaint with the Office of Special Counsel (OSC) Hatch Act violations because he actively worked with the GOP to obtain their endorsement and support while employed by the FBI yet keeping this fact hidden from voters. I also filed a complaint alleging misconduct with the DOJ OIG for matters covered below. Please see Enclosure (1) for the complaint filed with the DOJ OIG.

Given the context of the above-mentioned complaints, I believe the FBI and Dr. Jackson also should be investigated for potential civil rights violations. I am specifically concerned about the disturbing implications of Jackson’s apparent conspiring with the Black Hebrew Israelites, an SPLC designated hate group, to break up a local NAACP meeting in late-August 2022. Additional details of the event are provided in Enclosure (1).

As a school board candidate, Jackson habitually bullied NAACP members. For example, Jackson constantly disrupted an NAACP chapter meeting in October 2020 by rejoining the virtual meeting under different identities to badger attendees over the chapter’s stance on changes in admissions policy at Thomas Jefferson High School for Science and Technology: https://www.youtube.com/watch?v=LmlBnFM-wKg Right-wing supporters of Jackson applauded his behavior, which served to build his reputation as a “parent advocate” and “accidental activist.”

A more significant concern is that Dr. Jackson—an FBI employee—admits requesting the NAACP chapter’s membership list. As an intelligence professional, Jackson has highlighted his experience as a “human targeteer” and still describes himself as a “human collector.” This sets off alarm bells due to a long history of civil rights abuses connected with this practice: https://x.com/HarryJ4Justice/status/1506233070265028614?s=20

The NAACP exists to, “achieve equity, political rights, and social inclusion by advancing policies and practices that expand human and civil rights, eliminate discrimination, and accelerate the well-being, education, and economic security of Black people and all persons of color.” An FBI employee, clearly seen as hostile to the NAACP organization, requesting its membership list and joining with an extremist group to obstruct their right to freely assemble is alarming. Please investigate this matter to determine which, if any, civil rights laws were violated. In your report, please include measures you will take in the future to prevent this.
